Splatter question

I have a JS22-7 in matte black I'm looking to refinish. Can I do a splatter over the existing paint and just spray gloss over that? Was thinking wax/grease remover, maybe adhesion promoter since I have a can and then proceed without sanding/priming the existing finish.

Yes you can, as long as the products you are using are all compatible with each other and compatible with the existing finish. But, I would advise to sand at least through the existing clear coat to get better paint bonding.
