Cort doesn't actively sell in many countries, but does OK in others. As far as product offering, their X700 has stainless frets, and all-stainles trem, SD pickups, luminlay side dots, 3-piece neck, locking tuners, that trendy kiesel/ibanez RGD multi-layered beveled styling that every single person on the planet loves ever-so-much...a lot of high-end spec. And if they put the QC into it that they put into other-branded guitars at the same price, it's likely just as good as many other guitars in the range.
There's no distributor in *any* country (with the possible exception of 4 that they said they were keeping in asia somewhere, but I don't know if they still do as that was a few years ago now). Heck, I live in the same state, and I'd still have to drive 8 hours to get there, and I'd also still have to pay sales tax.
As much of a fan of their guitars as I am, though, i wouldn't recommend them to someone in another country, to someone who doesn't have a clear picture of what they want. GuitarSetup seems a little all-over-the place, which is fine...but would best be served by something he could get off-the-rack, and have an easier exchange/return experience.
Get a used US Jackson online.
Schecter SLS Elite are great and around 1200$ if I can remember correctly.
Except Solar, I can't think of any other guitars with the specs you want in that price range new (SS frets/brand name pickups/locking tuners/good quality). If used market is an option for you, I strongly advise to do just that.
Got a very mint EBMM Cutlass with SS frets for around 980 USD. Pending NGD.

Does Chapman distribute there? Don't they have at least one product line/trim level that has stainless frets, locking tuners and name-brand pickups?
I hear that Chapman are really nice. The Pro series is the one you are describing (SS frets and locking tuners). They do not however have brand name pickups.
