Does anyone make a flanger with the ability to pause the wave effect at the point you like best and keep it from moving?

Not that I've ever seen. Why not just use a filter effect and foot controller? Some digital effect units have a couple different filter types to choose from. Set your minimum and maximum filter points and sweep through with the footpedal and stop where you want.

TC Electronics G-Major II has a 'Through Zero Flanger' I think they called it that does what you describe. I had a GM-2 for a minute years back and remember using it on some lead patches for a subtle filtering/kinda'-sorta' doubler like effect.

So you might wanna look into that (the original Gmajor doesnt have that effect, FYI). Maybe if your only looking for that effect, one of there tone print pedals does this as well? (I never used one of those, so couldn't say for sure, but my understanding is they let you pack a lot into those)
