When I turn the amp off standby it makes a static or (microphone with wind blowing in it) noise for a couple of seconds and then goes away. It only happens when I turn it off standby. Anyone know what could be causing the noise?

I got the amp serviced and retubed with ruby 6l6 gcmstr's about a week ago.

I don't think bad pre-amp tubes would make static noise for 2-3 seconds and then go away completely. But I'll check them. Is there a way to find out how old they are?
