    No. It's the President's job to enforce the laws - it's Congress's job to make them. I've never been in favor of the line-item because it removes an important check on the President's power. Of course, this administration seems hell-bent on setting itself up to have NO checks on it's power, and the lap-dog Congress seems content to play along...

    He cannot reserve that right for himself. As Mike said, it is his job to execute the laws, not make changes to them. Now, he could veto a bill and send it back to Congress with his comments, but a 2/3 majority can tell the President to shove his comments up his ass. Our system was designed with checks and balances precisely to limit the scope of power hungry tyrants like this dumb fuck.
