Most likely it's for tuning changes....of more than 1 full step.
Most Floyd-type trems can handle about 1.25 -1.50 steps with their fine tuners (depending on string gauge, neck relief, and overall setup).
The bolt and pad are removed entirely to prevent unwanted vibrations of them during playing.

Hopefully he's got a Tremol-No on there.
