It must be problem with tuners imo. This guitar has so simple setup (no locking tuners, no locking nut, tom bridge etc) so it has to be problem with tuners.

i had a problem with a 2002 steph 7, i tried everything to fix it. you might want to back the truss-rod all the way up so it has no tension, let it sit for a few hours then tighten it back up, worked for my guitar but who knows, best of luck sorting your problem man!
