Bearing in mind that Ibanez have a history of discontinuing good 7-strings, I'd buy the guitar. It might not be available for long, but pc's are gonna be around forever.

After seeing the pics, I whole-heartedly endorse your choice! That's a beautiful guitar!

In my experience, you don't come across an instrument, guitar, drums, whatever, that just speaks to you. When you do, you get it. It's that simple. I'd been feeling GAS for a while, had picked up a few different guitars (H-400, Viper-400, SC-600), and while they were nice, I still kept thinking "I like it, but..." Already did that 5 hours ago. I called to see if it came with a case and they said it comes with a soft case and I'm gonna be careful to make sure they don't give me some 25.5" soft case.

Actually your computer is pretty bad (no offense). 2.1 Ghz is slower than today's 1.7 Ghz because nowadays everything uses a dual core processor (two CPUs in one, so a 1.7 is essentially a 3.4). 256 MB of RAM is generally not enough to run more than one large application at once these days, although it may work depending on how you use your computer. I know with my current PC 1 GB of RAM isn't always enough when I'm using Firefox, AIM and BitTorrent (but there are always some useless processes running in the background as well so if I got those fixed it should be fine). Your harddrive size is okay (also depends on what you need). Your video card though is the worst part. Chances are it's an integrated graphics unit, so the 64 MB of memory is drawn from your system memory, which doesn't have much memory to begin with. New PCs come with Vista which uses a lot of video memory, and if you don't have a dedicated video card you'll need at least 2 GB of RAM to be safe.

Basically, a computer is definitely more important right now IMO (once again it depends on how you use it and what your needs are). But I would still say get the guitar because it doesn't matter how soon you get a new computer as much as that you get one eventually. And this guitar may not be around after you get the new computer and have money saved up. So say you have your $1500 and use $800 on the guitar. $700 can get you a decent computer, though nothing that can be sure to hold up for 4 more years. Put in another $500 or more, though and you should be fine. So I think you made a good choice with the guitar. Just ask people in the Computer threads for tips on computers because I honestly don't know that much.
