There was no oversight, because that company supplied something else to our government besides the 19 cent washers. They just got sloppy with their billing is all.

Actually, there was no oversiight, because anything designated "priority" was approved automatically, because "we're at war with terrorists." They didn't get sloppy with their billing, and they didn't supply anything else, unless you know something we don't and aren't sharing - this is straight up profiteering.
