I'm going to hazard a guess that, judging by the neck tattoo and "wearing only boxer shorts" statement, he was using some illicit substance. Oh and also he said he is a 500 year old vampire.

So if he is a vampire, then he is no longer living but technically dead (or undead in his eyes) so because he's dead he no longer is subject to the courts of the living. Therefore he should be steaked and reburried no trial! Put him back in the ground where a dead person belongs (or cremation perhaps?)
