I imagine these little guys can be fitted with cameras and do recon missions and such. Would minimize loss of life with that kind technology. Sadly I'm sure people will find a way to make 'em maximize loss of life too.

I really doubt these things will ever be used offensively. How could they be? The recoil from a gun would completely .... up its flight path, if not render it completely inoperable. If anything, the military would use it for the same purposes they're preparing to use small, lightweight aircraft now: for reconnaissance. That won't lead to an increase in loss of life, it'll lead to a decrease. Instead of just dropping a bomb to level a building, they can fly a swarm of these little dudes into the building to check for innocents, see what rooms do or don't have enemies, and then undertake a more precise strike. If you look at casualties in past wars versus casualties in recent wars, you'll likely find that despite having increased killing efficiency, we've decreased the overall deaths.

You WOULD introduce more spinning momentum to it. But then, if you're designing it to have spinning blades, you can compensate for that. I personally think it would be incredibly stupid to put weaponry on such a thing.
