I think that's an isorhythm. Same notes repeated over a rhythm of different number of notes so you get a different note in the cycle being accented every time around

It's certainly not THAT hard to play, but it's hard to follow over a backing track, as it accentuates a different note every measure until it eventually goes back. I saw him playing this song live when I went to of his Alien Guitar Secrets clinic in Madrid. The guy is a total beast, freaking nice, and extremely knowledgeable. Definitely the best 3 hours I've spent on anything music-related in my entire life
