In my opinion Brandon Boyd for Incubus has a good falsetto and all around vocal control. Not metal but he's still a good singer.

Ralf's made an entire career out of trying to sound like halford. Primal Fear's only goal is to out-priest priest.

Its not an issue of being first or original. Its if you listen to 70s priest, Halford's vocals SOAR over anything that he did in the 80s or later.
