I use a Line 6 TonePort UX1. It's pretty cool. That + Metal Shop add on will run you about $150.

Once you get to know the gearbox software, and learn how to manipulate the settings, it's pretty badass.

Ignorance is not bliss. Ignorance only hides the truth. And the longer that truth has to hide, the more it stings when it makes itself known.

Randomist will become famous soon enough
The computer can and will effect latency, a top spec custom built system will of course have the processing power and memory to avoid bottlenecking your setup, while a slower machine might not have enough headroom and processing takes longer. This is probably more applicable on the low budget scale, as you will be relying on software to do the jobs outboard hardware could do better and without use of system resources. The Line6 is a common solution, but I'd look at some of the non-consumer-grade sound cards available too, they can be had for not too much, many include free software like protools light, and you will get extra functionality.

You might be able to get a PODxt for $200 and use Audacity to record with. That's what I was doing for a little while. Sounded alright.

RIP MIKE

Audacity is an Audio Editor/DAW, quite basic but it gets the job done

I've heard problems with synching tracks in audacity, it is very usable on a single track basis at least, and synch problems may be due to setup or running other programs or a number of ther factors.

for more free software you could try a linux distro such as ubuntu studio. it comes with enough studio software to get you going, and even to have a choice of which to use, just check someone has written linux drivers for your chosen hardware before you buy it (the hardware), support is mostly very good, and the simplicity of ubuntu is present (you don't need to be an ubergeek to use it)... oh yeh, its all totally free.
