Get yourself 2 cheap stage monitors, it won't sounds as good as a tube power amp but the sound'll be directed to your ears. So you can set the volume lower, hence the neighbors not noticing your bad playing

what? i dont recall reading anywhere that you have to be incredibly good on guitar before you join a band.... once you want to play with other musicians and play in front of crowds, you should be looking to join a band. playing by yourself is ok, but a band is the next level.

you DO NOT have to be good to be in a band.
shit you DO NOT have to be good to be endorsed by ESP either.
ive seen bands that were literally worse than i was before i got my first electric (got my first acoustic about a month earlier, was playing about 3 months on a borrowed guitar) *coughcough scarykidsscaringkids* that are endorsed, and its been easily the worst live performance ever. Being in a band, if its at all serious, will help you improve drastically, because you HAVE to get technique at least kinda up to par or nobody would line up at all.

Id say do the power amp and cab seperate, and get something that you CAN play in a band with, because you will want that option eventually, and its better just to get used to the right equipment
