i really liked the HT-5 i once played. which is actually designed to be played at relatively low volumes and is also fairly cheap
the more important question would be if you're planning to record with it, or also use it for playing in a band. in that case, for practicing and recording i'd suggest you to get a modeller. if you just want a bedroom practice amp, i think it's ridiculous to buy a hi-end tube head |

semi-off-topic:
i always see people here metnioning the Blackstar when someone asks for a tube-amp, and the HT-5 is, despite as what ist is praised, a hybrid. you dont get highgain out of a single ECC83, this little thing is full of op-amps. click of course: that doesnt say anything if it sounds good or not. it obviously DOES sound good. its just not a "tube amp" as its meant to be. |

my legacy/GH50L work great at low volumes, but i use boosts/EQ/ etc etc, just a couple more that work well.

wouldn't it work to set the master volume to like 7 and preamp volume to 1 so you don't have to deal with an attenuator? i know it won't sound as good if everything was cranked but would it be a big difference?

Getting an amp to be quiet is pretty easy, getting it to be quiet and sound good is what most tube amps simply aren't capable of. |

Best tube amp for bedroom volumes: none.
Look elsewhere.
