in Tom's site i can not see the option for a 8 string and 27" scale or yours is totally custom?

No, I just asked for a couple of small changes to the standard 8-string bolt-on model, one of which was a single scale rather than multiscale. My guitar is in some ways simpler than the standard model that Tom offers: there's no maple top on my guitar, it's single-scale, and the pickups are passive, so there's less routing and wiring than would be necessary for the Blackouts that come standard. If you have a build in mind, drop him an email - I'm sure he'd be happy to quote you a price.
