If I want to go from my poweramps 4ohm out to my cab and the cab is an 8 ohm mesa 2x12, will it be ok? I've been told it is by some and others said no.

Whoever said "no" is wrong. Plain and simple. You will lose a small amount of efficiency, but running twice the ohm load is far from dangerous and is very common.

Now, if you were trying to hook up a 2ohm speaker to a 4ohm amp you'd have some serious issues.
