There are settings in the preferences section that impact latency. Look at the buffer size, number of voices, etc.
If the problem is when you are recording, try turning off non-esential plug ins and tracks. If it is when you are playing back, nudge the other tracks forward some. In either case make sure you don't have any plug ins on your master bus as that will cause delays.
For playback, is "automatic delay compensation" available in LE? At one point it was not. In PTHD, you check that option and everything lines up nicely (for playback, still doesn't help for recording).
