In order to "tighten bass" on an amp, you reduce the amount of bass going from the instrument into the amp. The 808 circuit (TS9, TS7, whatever) has bass cut built into it, thus when running an OD like this with the gain low and level high, you end up tightening the bass of the amp. You can actually do the exact same thing with an EQ in front of the amp, lowering the bass and raising the high mids a bit.
