Fanned-fret system is no longer patented, but it's often called multi-scale, or compound-scale.

I have an Oni Sevenstring guitar with a 26-28" scale length and the low B sounds awesome!
There are a few options out there. Many are expensive, but there are a few reasonable ones as well.
Oh yeah, the strings I use are 9,12,15,26,34,46,59 - those provide a very even tension on the bass strings and a nice light feel on the trebles.
