Maybe I see it wrong, but are modes are same as major/minor scales?

For example: C major = C Ionian
C Dorian = A# Major

You're on the right track,

major = ionian

Dorian = note 2 to the next note 2 of the major scale

so C Dorian = note 2 of Bb major (not A#)
