This is assuming you have a router (or have access to one). It can be done with chisels as well.
You haven't told us what experience, if any, you have with woodworking using power tools or hand tools. If you know how to use your tools, it shouldn't be too hard, but if you're a total newbie, you need to develop at least a basic understanding of how to use a router or chisels safely and competently.
You have to be VERY careful when using a router. They can tear up a human being pretty effectively if you don't know what you're doing.
DO NOT attempt to rout it freehand. You will make a mess of it. To do it properly, you should use a template and a template bit. If you don't know what these are or how to use them, it may not be wise for you to attempt this yourself.
Alternately, you could do the job with a steady hand, a lot of patience and some sharp chisels, but again, experience comes into play. If you're not confident, practice on scrap wood first.
Yes. And the mere fact that you asked this question leads me to think that it's perhaps not a job you should try yourself.
If it's a carpenter who has extensive experience with fine millwork and finish carpentry, it shouldn't be too much of a problem, but i wouldn't take it to a carpenter who does mostly framing and rough carpentry.
