In the scene you reference, I think that Goofy, Pluto and Mickey are 'regular people' in Donald's world. They represent the 'average American' as far as the metaphor is concerned. IE -- they're not hurting anybody, just trying to go about their days, and thanks to Beck Donald thinks he's at war with them.
That's what I got out of it, anyway.
