What we did is we sat down and discussed a set time every week to practice. If there isn't one where everyone is free, someone has to make a sacrifice and make the time.
Lay down the law. My band members all have full time jobs except the singer. We make it work. You just can't try to set one up at random. Discuss a time when everyone can make room for it. If you all want it enough, it shouldn't be too hard.
