If it were me, I would sand it bare and steel wool it to simulate a sand blast. Then, after a great vacuum out of the grains, shoot it flat black, then rub in white paint or shoot it white. Then sand back until you're left white only in the grains. Then you can shoot one or more satin clear coats to lock it in.
